Export control exemptions to apply to all EU and EFTA states
On 27 May 2026, the Federal Council decided to extend country-specific exemptions under Swiss export control legislation on trade in military equipment to include all EU and EFTA states. The annexes to three federal ordinances will be amended accordingly. As of 1 July, states added to the lists will benefit from the same concessions as those already applicable to most EU member states and to Norway.

Resale Declaration for Arms and/or Ammunition
In case of an export or transit application to commercial non-state end recipients (in particular arms dealers), the document ‘Resale Declaration for Arms and/or Ammunition’ must be attached, in addition to the usual documentation, for the goods listed below. This document must be dated and signed by the dealer abroad.
- Small arms and handguns (including grenade launchers / light and heavy machine guns)
- Essential components and prohibited accessories according to the Weapons Act
- Complete ammunition
- Weapon and ammunition components whose manufacturing costs account for 50% or more of the total manufacturing costs of the finished end product (30% for countries outside Annex 2 WMO)

Import permit and installation confirmation
Pursuant to Article 5a of the War Material Ordinance (WMO), for the export of war material that is not intended for a foreign government or for a company acting on its behalf, proof must be provided, at the time of submitting the export application, that the import authorization required by the country of final destination has been obtained or that no such authorization is required.
For the export of individual parts and assemblies, the import permit (where applicable, a general import permit) from the country of final destination must be submitted to SECO at the same time as the corresponding export application. Additionally, for goods with a value of CHF 100,000 or more, confirmation must be provided that the assemblies or individual parts in question will be incorporated into a product abroad and will not be re-exported unchanged (see template for installation confirmation).
In addition, the share of manufacturing costs attributable to the individual parts or assemblies supplied from Switzerland must be less than 50 percent (for countries listed in Annex 2 of the KMV) or 30 percent (for all other countries) of the total manufacturing costs of the finished end product. The manufacturing costs must be calculated on the basis of the International Financial Reporting Standards (IFRS).
Installation confirmation for countries listed in Annex 2 WMO
This template must be used for the export of individual parts and assemblies to countries listed in Annex 2 WMO.

Installation confirmation for all other countries
This template must be used for exports to countries not listed in Annex 2 WMO.
If the country of final destination does not issue an import permit for the relevant war material, an international import certificate from that country must be submitted to SECO. If the country of final destination issues neither an import permit, nor an import certificate, nor a confirmation that no import permit is required, the applicant must inform SECO of this in writing.
Templates for the non-reexport declaration EUC (applies only to government authorities as end recipients)
General information
The non-reexport declaration must be submitted to SECO in its original form, together with the application for approval, and, if applicable, accompanied by a certified translation (German, French, Italian, or English).
The non-reexport declaration must be prepared on the official letterhead of the end user in printed text. It must clearly indicate who is making the declaration and by whom and in what capacity it is signed.
EUCs for countries listed in Annex 2 WMO
This template must be used for exports to countries listed in Annex 2 WMO.
The countries listed in Annex 2 WMO are:
Argentina, Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Japan, Luxembourg, Netherlands, New Zealand, Norway, Poland, Portugal, Spain, Sweden, United Kingdom and USA.
EUCs for all other countries
The following template must be used for exports to countries not listed in Annex 2 WMO.
For larger-scale exports to countries not listed in Annex 2 WMO, SECO may, in addition to the non-reexport declaration, require a diplomatic note from the country of destination.
The following conditions must be observed:
- For exports of small arms and light weapons, their ammunition, and hand grenades, the non-reexport declaration must include a statement that the goods will not be used offensively against the civilian population (sentence (b) in the template).
- For exports of finished products (not assemblies or individual parts), the non-reexport declaration must include a statement that subsequent on-site inspections (post-shipment verifications) will be allowed (sentence (c) in the template). Exports for testing purposes are exempt from this requirement.
