Impact assessment and evaluation
The New Regional Policy deploys its resources in a targeted, effective and efficient manner. A focus on impact is key to planning, managing and measuring the results achieved.
Impact assessment in the NRP
Impact-oriented working is a standard practice within the NRP. Specific tools are used to continuously analyse and evaluate the NRP and its projects, from the planning stage right through to their evaluation. This contributes to the continuous improvement of results and impacts, enables the fact-based communication of findings, and justifies the use of funds to politicians and the public. One such specific tool is impact models. These assist in planning and monitoring the achievement of objectives by clarifying the assumptions regarding the expected relationships between the objectives, the implementation measures (input), the immediate project results (output), the effects on the target groups (outcome) and the effects in the regions (impact). Impact models have therefore been introduced at all levels of NRP implementation as a steering and monitoring tool. At national level, the Confederation sets the overarching impact objectives; the cantons derive their programme-specific impact models from these; and the project organisers demonstrate how their projects contribute to achieving these objectives.

On behalf of SECO and in collaboration with the cantons, regiosuisse uses specific projects to analyse, by way of example, the impacts that the NRP can generate. The analyses provide valuable insights and recommendations for stakeholders involved in the design and implementation of the NRP and Interreg.
Evaluation
The NRP and its instruments are evaluated at regular intervals by external, independent specialists in accordance with the standards of the Swiss Evaluation Society (SEVAL). Based on the findings, the NRP is further developed with the aim of continuously improving its efficiency and effectiveness.
