EFTA - Central America (Costa Rica, Guatemala, Panama)


Negotiations for a Free Trade Agreement between the EFTA-States and the Republics of Costa Rica and Panama were launched on 28 February 2012. The competent Ministers have signed the Agreement on 24 June 2013 and entered into force on 29 August 2014.

During the round of negotiations, which took place from 14 to 15 October 2014 in Guatemala City, Guatemala also signed and joined the agreement. The competent Ministers have signed the protocol of Guatemala's accession to the agreement.

The chapter on Trade in Services is completed by specific rules by means of an annex, relating to financial services. Market access commitments are taken on the basis of a positive list. This chapter does not contain obligations on standstill and ratchet.
