Sanctions against the Republic of Mali
Bern, 22.11.2017 - On 22 November, the Federal Council imposed sanctions against the Republic of Mali and individuals and other entities acting directly or indirectly to undermine peace, security and stability in the country. The Federal Council also transposed into Swiss law the provisions of United Nations Security Council Resolution 2374 (2017). The ordinance enters into force on the same day.
Under Resolution 2374 (2017) of 5 September 2017, the UN Security Council ordered the freezing of assets and a ban on travel for individuals or entities acting to undermine peace, security and stability in Mali. At present there are no entries on the list of persons and entities targeted by these measures.
The measures were decided by the UN Security Council to facilitate the application of the Agreement on Peace and Reconciliation in Mali signed in Algiers in 2015. Mali has been in a state of crisis since pro-independence groups and terrorists took control of the north of the country between 2012 and 2013 and since the coup d’état of March 2012. The organisation of elections (in 2013 and 2016) and the signing of the Algiers agreement were seen as positive steps. However, difficulties persist in the implementation of the agreement due to government instability, social dissatisfaction and terrorist attacks in the north of the country. By unanimously adopting Resolution 2374 (2017), the Council, acting in accordance with Chapter VII of the UN Charter, imposed a travel ban on and froze the assets of individuals and entities to be determined at a later date by the sanctions committee.
By Ordinance of 22 November 2017, the Federal Council has joined in applying the binding provisions of Resolution 2374 (2017). The measures will come into effect at 6pm on 22 November.
